Addressing a specific technical issue with the Firm Service Level (FSL) compliance construct for Demand Response and Price Responsive Demand. Sponsor is seeking to explore and potentially develop an optional, modified FSL compliance construct applicable to weather sensitive load which will enable greater participation by DR/PRD customers in the capacity market.
