Surplus Interconnection Requests

Surplus interconnection requests are generation projects which will utilize any unused portion of an existing generating facility’s interconnection service established in an existing Interconnection Service Agreement, such that if the surplus interconnection service is utilized, the total amount of interconnection service at the Point of Interconnection would remain the same.

Public Policy Requirements

The State Agreement Approach detailed in the PJM Operating Agreement, Schedule 6, section 1.5.9  WEB | PDF provides a mechanism whereby a state or group of states can submit a public policy project to PJM to address state-specific public policy requirements, so long as the state(s) agrees to pay all costs associated with the state-selected build-out included in the Regional Transmission Expansion Plan.

New Jersey Board of Public Utilities Order 

Under PJM’s State Agreement Approach detailed in its Amended and Restated Operating Agreement a state or group of states may propose a state-initiated public policy project to address state specific public policy requirements so long as the state (or states) agrees to pay all costs associated with the state-selected buildout included in the Regional Transmission Expansion Plan (RTEP).

On April 26, 2023, the NJBPU notified PJM of its public policy requirements for offshore wind and has requested that PJM open a competitive proposal window to solicit onshore and offshore project proposals that address New Jersey’s public policy needs. The order PDF contains more information about this request.

The NJBPU requests PJM to plan for injections of power into the Deans 500 kV substation on the PJM system between 2032 and 2040 as summarized below. As of the date of the order, this information will be reflected in the PJM planning process.

On October 26, 2022, the New Jersey Board of Public Utilities issued a Board Order PDF notifying PJM of its selection of the transmission project(s) that it will sponsor to achieve its stated public policy goals of injecting 7,500 MW of offshore wind into New Jersey by 2035. PJM will convene a special TEAC meeting on November 4, 2022, to discuss the project(s) that they have selected and will seek PJM Board approval in December 2022.

The NJBPU-selected project(s) will include the construction of a new Larrabee Collector substation (LCS). Following PJM Board approval in December, generators will be able to request the LCS as a point of interconnection (POI) when submitting an interconnection request.

The selected SAA project will result in creating SAA Capability as follows:
