The following governing agreement amendment filings were submitted to FERC and are not yet approved by FERC and are version of the conformed governing agreement posted on PJM’s website. The pending language can be found in the filing submitted to FERC and will be added to the conformed tariff once it has been approved and becomes effective.

On October 31, 2019, in Docket No. ER20-254-000 and ER20-256-000, PJM and Wabash Valley Power Association, Inc. (Wabash Valley) jointly submitted for filing proposed revisions to PJM Tariff, Attachment L and CTOA, Attachment A to reflect the addition of Wabash Valley as a new Transmission Owner.
Effective: .PJM and Wabash Valley requested the proposed revisions be effective as of December 31, 2019.

On October 31, 2019, in Docket No. ER20-250-000, PJM submitted for filing proposed revisions to the PJM Operating Agreement, Schedule 12, and the RAA, Schedule 17, to (i) add the new members, (ii) remove withdrawn members, (iii) reflect the signatories to the RAA, and (iv) reflect members’ whose corporate names changed during the third quarter of 2019.
Effective: PJM requested September 30, 2019.

On October 31, 2019, in Docket No. ER20-262-000, PJM submitted for filing proposed revisions to the PJM Tariff, Schedule 12-Appendix A to incorporate cost responsibility assignments for 21 baseline upgrades included in the recent update to the Regional Transmission Expansion Plan approved by the PJM Board of Managers on October 1, 2019.
Effective: PJM requests the revisions become effective on January 29, 2020, which is 90 days after the date of this filing to allow a 30 day comment period

On October 30, 2019, in Docket No. ER20-224-000 and ER20-225-000, PJM submitted for filing proposed revisions to the PJM Tariff, Attachment L and PJM CTOA, Attachment A to reflect a correction of a previous name change of CED Rock Springs, LLC to Essential Power Rock Springs, LLC that was inadvertently omitted from the PJM Tariff, Attachment L and PJM CTOA, Attachment A.

On October 29, 2019, in Docket No. ER15-1344-007, PJM submitted in compliance with the Commission’s August 30, 2019 order on remand revisions to PJM Tariff, Schedule 12-Appendix A cost allocations for 44 enhancements and expansions included in the regional transmission expansion plan solely addressing individual Transmission Owner Form No. 715 planning criteria and allocated 100 percent to the zone of the Transmission Owner who filed the Form No. 715 criteria for the period May 25, 2015 through August 30, 2019. The revised cost allocations are the result of other Schedule 12 reliability allocation methodologies for Regional Facilities and Lower Voltage Facilities using solution-based DFAX analysis.

On October 7, 2019, in Docket Nos. EL19-61-000 and ER20-45-000, PJM submitted in compliance with the Commission’s August 30, 2019 order instituting Federal Power Act, section 206 proceeding (Order to Show Cause) revisions to the PJM Operating Agreement, Schedule 6, sections 1.5.8(c) and (o). In addition, PJM sought additional guidance on the treatment of transmission owners’ asset management criteria within the PJM Form No. 715 planning process as a result of both the Order to Show Cause and the Commission’s Order on Remand issued August 30, 2019 in Docket Nos. ER15-1387-004 and ER15-1344-005.

On October 3, 2019, in Docket No. ER20-34-000, PJM and the Midcontinent Independent System Operator, Inc. (MISO) submitted concurrently (under separate cover and dockets) parallel revisions to the MISO-PJM JOA, sections 9.3 and 9.4 to propose to further clarify the Coordinated System Plan process, as well as to clean up inconsistencies overlooked in prior compliance filings.

On September 30, 2019, in Docket No. ER19-2915-000, PJM submitted for filing proposed stakeholder revisions to the Operating Agreement, Schedule 6, section 1.5 regarding proposers’ ability to voluntarily submit cost commitment proposals during Regional Transmission Expansion Plan project proposal windows, and PJM’s consideration of such cost commitment proposals.
Effective: PJM requested that the Commission issue an order accepting the stakeholder proposal by no later than November 29, 2019, with an effective date of January 1, 2020

On May 1, 2019, in Docket No. ER19-469-001, pursuant to the April 1, 2019 Request for Additional Information of Commission Staff, PJM submitted responses to the questions presented. Additionally, in accordance with footnote 3 of the Request for Additional Information, PJM also submitted several revised tariff records to provide additional clarity in response to Staff’s questions. This filing pertains to PJM’s December 3, 2018 compliance filing submitted pursuant to the Commission’s directive in Order No. 841 (ESR Markets and Operations Proposal) containing proposed revisions to the PJM Tariff and the PJM Operating Agreement to establish a participation model that facilitates the participation of Energy Storage Resources (ESRs) in the PJM Capacity, Energy and Ancillary Services markets. PJM is requesting a December 3, 2019 effective date.

On March 29, 2019, in Docket No. ER19-1486-000, PJM submitted amendments to PJM Tariff, Part I and PJM Tariff, Attachment K-Appendix for Enhanced Price Formation in Reserve Markets to (1) consolidate Tier 1 and Tier 2 Synchronized Reserves into one Synchronized Reserve product; (2) modify its Operating Reserve Demand Curves (ORDCs) by increasing the Reserve Penalty Factors used in the ORDCs and modify the shape to add a downward sloping tail; and (3) align its day-ahead and real-time reserve markets to ensure adequate forward procurement of reserves and related market efficiencies. PJM requests an order by December 15, 2019 and an effective date of June 1, 2020.

PJM requests the revisions become effective on April 5, 2018, which is 90 days after the date of this filing to allow a 30 day comment period.

On October 25, 2017, in Docket No. ER18-87-001, PJM submitted an errata filing to correct proposed revisions in PJM Tariff, Attachment K-Appendix, section 3.2.2(h), 3.2.2(l) and 3.2.2A.1(b)(i) and the parallel sections of Operating Agreement, Schedule 1. These revisions were inadvertently omitted from PJM's October 17, 2017 filing regarding improvements to the performance of the PJM Regulation market.
