Demand Response Saturation Analysis

This issue concerns current rules that may limit the reliability value of Demand Response (DR) as it becomes a larger portion of PJM load. DR is currently required to only interrupt up to ten times per Delivery Year for up to six hours per interruption. This effort will examine the LOLP (loss of load probability) impact of DR as its share of total PJM resources increases. The analysis will focus on both the PJM Regional Transmission Operator (RTO) region and selected Locational Deliverability Areas (LDAs). The result of the investigation may be changes to the treatment of DR in Regional Transmission Expansion Plan (RTEP) and/or in the Reliability Pricing Market (RPM) Market.
