This issue concerns PJM membership funding of the Consumer Advocates of PJM States, Inc. (CAPS), a non-profit entity consisting of the state consumer advocate offices of states in the PJM region. This organization would be limited to entities designated by the laws of their respective jurisdictions to represent the interests of utility consumers. Approval by the membership is being sought to fund the organization through a new schedule in the PJM tariff which would apply a charge to all load in the region to assure that the efforts of the consumer advocate offices on these regional issues are supported evenly by customers throughout the region.
